My personal theory is that even if she did rewind All might back to his prime he might not have his quirk. My reason being that if he did have his quirk then that would also mean that the vestiges were cloned since they are currently in Deku. When Eri used her quirk on Deku this wouldn’t have happened as the quirk was currently his and he was constantly breaking his body to keep up with the rewind. All mights body might get healed but who knows how it will affect the quirk. Would another set of people just pop up in the vestige world? This wouldn’t happen to people who lost their quirks (Mirio) due to the quirks originally belonging to them. This does bring up a huge question with all for one though. Since he used Eris quirk to rewind him to his prime this caused him to lose some of his current powers. Which implies that she also rewinded the people quirks within him.

the thing is overhaul said she could rewind pepole back to monkeys if she used it right, meaning she could theoretically rewind specific parts of pepole, their body, or their dna to creat something that never actually existed, she could alter any part of anything into anything it used to be, she could rewind all might to this prime, rewind all for one out of shigaraki, and rewind overhauls arms back, all with ease as the energy aspect isn’t the hardest to build up.

On one hand she can't because it takes time to recharge, and on the other hand if she gets angry or traumatic enough the quirk goes berserk and rewinds your time back to nonexistence, free of charge. Which is it?

That with takes time doesnt really make sense once she has mastery over her quirk because if you erase a adult human you have to rewind much more time than just rewinding a few years

Also rewind only rewinds the body to it's previous stasis so if you lost you leg and you had a leg before she could rewind you to when you had a leg. But One for All wasn't a part of All Might's body, in other words he wasn't born with the quirk unlike Mirio with permeation. So Eri could rewind All Might back to when his body wasn't damaged, but she can't restore his quirk.

I mean technically based on what we know she could however We also know that she needs to store energy to rewind and the amount of energy store determines how.
