Backdoor - get apps on phones, laptops and desktop computers to keep a log of the session key variables. Encrypt the stored key variables using a public key like Diffie-Hellman or Rivest-Shamir-Adleman, so the government can read the messages but no one else can. The government will also have to intercept the encrypted messages.
