I am having the same problem with Forza Motorsport on PC, it takes over 3 minutes to sync before opening. I followed your instructions here hoping it would help. I found that a couple of the options were set to manual instead of automatic. Unfortunately it makes no difference for me, still the same. Thanks anyway.
