In the early 2000's Japan passed an addendum to their laws JUST so they could bring back hanging as capitol punishment for the sake of a serial killer. I don't remember the details but apparently this guys crimes were so heinous that they felt the need to make a special exception to their laws on quick painless deaths for the condemned
