Day 208: September 19
Russian forces have increased attacks on civilian infrastructure throughout Ukraine. In fact, Putin said to consider it as a warning, as they enter the new stage of the so-called special operation. British Intelligence already issued a warning that more strikes are to come and that Ukraine has to have a plan B, otherwise their logistics will be destroyed and the army would risk losing its combat capability. Now let us look into the causes for this new stage of the war, how it is going so far and what we can expect in the future.
In the aftermath of the Ukrainian counteroffensive in the Kharkiv region, Kremlin’s plans were largely undermined by the loss of a strategically important bridgehead around Izyum. This meant that more than half a year of progress is gone and that compensating for these losses by using the same approach to war is impossible. On top of that, public discontent and disbelief were rising and the pressure to do something about it was increasing because such a defeat largely undermines the aptitude and capability of the Russian Armed Forces. Given that Ukrainian forces were also rapidly regrouping for the third counterattack, the Russians were forced to attack the Thermal Power Plant in Kharkiv, which completely deranged Ukrainian logistics that heavily relies on electric trains.
As it turned out, it also served as a sufficient demonstration of capabilities to the Russian public that took pride that Russian Forces can cause large-scale complications for the Ukrainians in one blow. In fact, Russian officials marked that this is the beginning of a new stage of the operation. As you can see, one blow at a Thermal Power Plant caused a blackout in the whole of eastern Ukraine, and one blow at a Dam in Kryvyi Rih stopped the Ukrainian counteroffensive in Kherson in two out of three main directions. Prior to that the Russians also struck an oil depot in Kryvyi Rih, and yesterday they struck another Thermal Power Plant located in Sloviansk. On top of that as a result of shelling, water supply infrastructure is also frequently damaged. It happened several times in my hometown, Mykolaiv, and recently it happened in Mykolaivka which is near Sloviansk.
The Ukrainians have recently retaliated and struck a power substation located in Valuyki, which caused a blackout in the region, a base of the Russian 3rd Motorized Rifle Division just north of Valuyki, and a critical Russian rail line also in Valuyki that leads to the northern Luhansk region, so sustained damage to this rail line would severely complicate Russian logistics supporting the Russian defense of the Luhansk region. Apart from Valuyki the Ukrainians struck the building of the customs terminal on the border near Nekhoteevka.
It is fair to say that this was enough trouble to cause the retaliation that Putin warned about. When it comes to Thermal Power Plants, as you can see, Ukraine has plenty of them and, unfortunately, most of them are located in eastern Ukraine, which means that any disruptions will likely cause blackouts in the most active areas. When it comes to Hydroelectric Power Plants, I think that the ones that are located on the Dnipro River have a low risk of being struck, because otherwise, it can cause a tsunami on the Nuclear Power Plant in Zaporizhzhia. And I know that there is some shelling in the area but from my research, the risk should be low. Finally, there are oil depots that are critically important for the operation of the military machinery, and they are located pretty much everywhere.
When it comes to potential solutions to this problem or at least some ways to mitigate it, first of all, the Ukrainians can increase the density of air defense around critical infrastructure. Most cruise missiles are shot down, that is why the damage is not so devastating, so by relocating more air defense systems, there is a chance that all cruise missiles will be shot down. To mitigate problems with logistics, the Ukrainians may use diesel locomotives in the areas where the risk of blackouts is the highest. Finally, when it comes to oil depots, just like with ammunition, decentralization of storage facilities can save a lot of resources.
