Explained: Ukraine’s long-range strikes on Russia

U.S. President Joe Biden and UK Prime Minister Keir Starmer did not make a decision on authorizing Ukraine’s use of long-range missiles to strike Russia, deferring the decision to the UN General Assembly.

Ukrainian President Volodymyr Zelenskyy stated on Friday that his plan for victory hinges on Washington's decision, referring to the approval for long-range strikes that Kyiv has been seeking from NATO allies.

Russian Deputy Foreign Minister Sergei Ryabkov claimed the decision had already been made and communicated to Kyiv, warning that Moscow would respond with actions of its own.
