How about create incentives for cities to model their system of commute to that of noteable European ones. Where you can bike safely to all your destinations, or use their reliable public transportation. Taxing people doesn't do anything, it just makes people work & drive more to cover their costs; as there is no other alternative. It's just a slap in the face.
