These two words, "function" and "formula," are sometimes confused as interchangeable; nonetheless, they have very different meanings.

A FUNCTION is a tool that performs a certain operation, such as arithmetic, multiplication, averaging, or counting.

A FORMULA is a statement that employs the usage of a function or a set of functions to solve a larger problem.
