Speaking as a builder, the number one and number two reason homes aren't being built is bureaucracy. Completing the trifecta is insurance. Adding a third layer of bureaucracy to complete the space-time continuum of government gravity suck is not going to get homes built. Canada is determined to be a third world nation.
Edit: in saying insurance I'm speaking of the whole liability gong show.

Supply and demand is a problem for housing. But another big problem is how badly they devalued the dollar during covid. It made everything 2x more expensive because our currency is worth half what it used to.

Building new homes is one thing, but if massive immigration legal and illegal continues, it will never catch up. It is immigration which needs to be addressed.

Also, my theory is the goal is to make it too expensive for Canadian families to own a multi bedroom home since they aren’t having kids at a high enough rate (because they don’t think they can afford to raise kids to the same standard of living they grew up with). This will drive them into small apartments (they used to be called DINKs, double income no kids). Driving the gen Z and millennials out of the Canadian dream opens up large houses for “new Canadian’s” that are quit happy to live with 10 people in a house build for 4. This dilutes the current Canadian standards of living and will eventually water down expectations of life in Canada to developing nation levels. Why? To get cheep labour and more profits out of a new population that is used to a lower quality of life.
