I think people are trying to say you can get a chemical dependence on the lip balm, such that using it dries out your lips to the point where you have to use more of it to achieve the same result.  (I don't know if this is true or not.)  Addiction specifically relates to the brain, as Josh points out.

My wife used to have to use lip balm every day. I told her its because her lips wont moisturize themselves because of her using it. She stopped and has been lip balm free for 12 years.
