Instrument of Surrender and Report of Surrender are two different things. Instrument of Surrender is nothing but the agreement which was written by India and Pakistan agreed to it. The war was still being fought when this agreement was being written. The document is clear about who is going to surrender, as ALL of the Pakistani soldiers present in East Pakistan were to surrender. So the exact number was not so important at that time. There would be controversy if the surrender document had a different figure than 93000. The document only included what was to be done (the surrender) and a few basic rules to be followed to do it, e.g. India was responsible for the security of all PoWs. On the other hand, reports are typically made after the fact. So a report would include all the figures and other relevant information. Therefore the Instrument of Surrender is a single page document, while the Hamoodur Rahman report is a thick book.

That report is for sending order to surrender after accepting surrender then they have counted the surrender number according to deployed pakistani units, before accepting the notice how can indian army give number in that order

Surrender document is done before counting because after making surrender document they propose it to the Pakistan army head if they accept after signing the document then they surrender after they surrender then the counting starts

Hi Guys, First comment from me. We are talking about the 70's, not this internet digital age. Therefore this way of counting. Final figures went by what was clearly understood in terms of how many regiments and which ones " kaunse bille (military badges) aur kitne"
