Easiest way to make clear ice blocks is to fill a standard cooler (e.g igloo) with water nearly to the top and let it freeze for 24 hours in the freezer without the lid. After 24 hours you take it out of the freezer and flip it up side down (unlided) on a clean surface and the block will slide out when it. There will be paper-thin shards of ice on top of the newly formed, and flipped, ice block so you can just chip them away. After you're done chipping away the shards, you'll be left with one large block of ice. From here you can follow this video. I use a serrated knife to cut the cubes. Cocktail Chemistry has a great video on how to make clear ice the way I just described it. Hope this helps. Cheers!

Ice that's too cold tastes bitter? Is this true?

Yes. Water can change and open up certain flavors in whisky, But the cold will mute the flavor making it pointless. Just add water to the whisky if you want that. Ice is for vodka, but even then you could just stick it in the freezer and skip the dilution.
