Efan 18650 3 7V Li-ion batteries (3100/3500mAh): Capacity Test

A very quick test of the Efan 18650's I got in from the company with the recent charger I looked at. Both cells are IMR high drain unprotected, suitable for vaping or other uses. I see how close the 3100 and 3500mAh rating is to the actual capacity.

Can you do a test on these batteries same brand 18650 27000mah. I think this brand varies alot on performance, the 21700 batteries are not 40a in other words it's a lottery with these batteries, if you choose the right ones you could have a dam good battery.
Personally I use these batteries for an electronic cigarette

I heard this rumor. Can a high drain 18650 3500mah do damage to a basic flashlight with an output of 300-500 lumens? Is there any reason except the price why not to get all your 18650 batteries in high drain 3500mah?
