With Russia’s increasingly precarious war effort in Ukraine, what can we expect from Putin as winter sets in? Boris Bondarev, an ex-Russian diplomatic official at the UN, believes that the Russian dictator will not resort to using nuclear weapons, especially if he “gets the signal from the international community that any use of nuclear weapons will have the gravest consequences for Russia and him personally.” However, according to Bondarev, Putin is unlikely to attempt a negotiated settlement in Ukraine in the near-future because “all the parties have absolutely different and antagonizing goals.”
Bondarev also does not believe that Putin is ready for “a long, protracted war” and that his regime may be vulnerable if Ukraine, with Western support, continues defeating Russian troops on its territory.
