The Fractal Ridge seems like a great Mini itx case that could handle the task, not to mention you can also use a 280mm rad in it for the cpu.

It would if you convert to custom water cooling; water blocks on the RTX4090 make is MUCH smaller. Use a single loop custom build that also cools the CPU and you should be able to fit even the hottest new hardware in ITX.
