We did a of this sort of thing when training my service dog. Getting him used to strange, loud, and even sudden sounds took a long time and a whole lot of positive reinforcement. I might also add try to react calmly to sudden or loud sounds yourself. Your dog will often model its behavior to something new or strange based on how you react to it whether its audible, visible, or tactile. While Jonas and the vacuum cleaner will never be best buddies, instead of being terrified by the sound of it he just hops up on the couch until I'm done. Unless he's irritated that I'm interrupting his quiet time. Then he'll stretch out across the floor in sulky protest.

My dog can tolerate thunder and fireworks as long as he has a place to hide or snuggle, but smaller sudden noises terrify him. I got a loud clicker with the hope of desensitizing him somewhat, but he's too scared to even take the treat. It's at the point that he'll run away if I'm just clicking a pen.
He also hates nail trims, I think the sound is part of it, he runs away even when I trim my own nails. I tried to buy a nail grinder, but that's even worse for him. Nail trims aren't too frequent, we can deal with that, but I feel bad whenever I scare him with a random dropped pen or snapping lid. Surprisingly he's totally fine with certain loud noises like the vacuum or blender.
