Theyre F1 cars, not aircraft, theyre not limited here, theyre just not being driven very quickly. The only thing limiting the F1 cars speed is the downforce, and thats needed for cornering.

As far as i remember the cars in this video are from 98-04 and some older cars from Berger/Alesi.
These cars are part of the F1 Clienti programm from Ferrari, to keep older cars running.
