SSJ3 was stronger than Kid Buu. But Kid Buu’s regeneration and stamina allowed him to go toe to toe with Goku
Also SS3 was depleting fast on Goku

The difference in power between 2 and 3 is insane. The fact he had to go to another dimension to get it tells you all you need to know.
