I'm not a big blu ray collector (yes i still buy dvds lol) and only really started collecting them over these past few months. But it's releases like this that makes the format worthwhile as we're getting movies like this properly released.

I'm not sure if I've seen this one (can't remember, it is that slasher b-movie dementia working its magic), but it sounds like Shocker which was also released in 1989 of which I can barely remember some hazy scenes (but it's funny how I can remember the audience laughing at those scenes in the theater) But a nice review.
