If i had to guess, i would say that he is someone who is either,
1, A person who is trying to creep out a lot of people and doing a good job of it.
2, Someone who is drunk and is rather creepy when drunk.

I believe this story to an extent. I’m from Seattle and Seattle has a huge poverty problem so if you walk around downtown at night you’ll see a lot of homeless people, most are on drugs so they’ll be walking funny, talking to themselves or making weird noises

Having lived near Seattle, it sounds pretty likely that he was just a homeless person who was either unstable, on drugs, or both. There are a LOT of those there; you can't go five blocks downtown without being approached by a crazy homeless person. The fact that they were wearing an outdated-looking suit fits, too: they get their clothes from donations and thrift stores, so naturally most of them wear noticeably outdated clothing.

Although regardless of what the truth is, walking through Seattle -- or any major city -- alone at night is just a bad idea in general.
