Plot armor. We usually see Storm Troopers going up against elite protagonists like Mandalorian warriors, Jedi, or Smugglers.
But against the Rebel soldiers they quickly mowed them down despite being at a positional disadvantage. Stormtroopers excelled at riot control of civilian populations and rebel insurgence cells.
You wouldn't think a navy Master at Arms was highly trained if you only ever compared them to a SEAL.

All the stormtroopers looked the same, but some were more qualified as a requirement for being in a better unit. The 501st legion, for example, were some of the best soldiers in the empire. The movies generally don't give stormtroopers enough credit. Sometimes they were ordered to miss some shots in order to intimidate enemies also. This is because if shots aren't hitting you, they're hitting all around you and in the heat of battle the rebels would assume their friends are getting shot all around them.
