MP vote for laws decided by the commission. The assembly can vote but the commision has the last word. Said in a different way, the european assembly voice is heard by the commission only when the resulting vote goes in the expected direction.
In addition the assembly can not propose any law. That would be a bit of democracy but it is not allowed by the dictature of EU.
In fact, the EU is the repetition of what Hitler tried with the army and failed but on the economical field and succedeed.
In both case, the implementation is based on dictature. No right for the people to express what they want.
