any one working on gas must identify them self in accordence to the GAS SAFE regulations in the UK if a gas supply is to be issolated for any reason the internal gas appliances MUST be issolated in accordance to the manufactures instructions, unless there is a recorded "leak " '( and there must be a leak of gas ) gas in the uk can only be issolated for non payment if a court order is obtained and to obtain that a risk assessment of the family / home affected

That device they have is a metal detector, its detecting pipes not leaks . They can't check the safety of a meter from outside a property, its that simple .
