DON'T DELETE THE CONTENT PACKS
(Possible fix by Dustin): Delete Saved Data from the manage games and apps section
This does NOT delete your in-game files/achievements as those are cloud-based
(Possible fix by Luh): FOR ANYONE WHO IS HAVING THIS ISSUE PLEASE READ THIS
I HAVE THE FIX:
1. I preordered the game and was billed for it twice costing me $180
2. I obviously did the logical thing and refunded the duplicate order
3. Three to four days later i woke up pumped for some sweet cod action to get this message "to play this game, you'll need to buy it"
4. I uninstalled hoping i could reinstall the game and restore the content... Nope!
5. I checked my order history on my xbox and noticed something important. The status on BOTH orders were refunded
6. FIX TO THIS the order history has simply not caught up with the refund proclaiming you own the game yet, not letting you play. Simply buy the version of the game you want and Microsoft will do the rest! ❤

If you've preordered the ultimate edition and are being prompted to repurchase the title, then please go to My Games and Apps - full library - and select Call of Duty: Black Ops Cold War. From here users should be able to launch, download DLC, and/or install this content. 2/2

Some players have been billed twice for their game.
We're working out if you're impacted and will make sure that you're refunded for your duplicate purchase. In the meantime please hold tight as our support teams are working hard to make sure we get this taken care of.
If you're trying to purchase the Ultimate Edition offered via Call of Duty Warzone, please make sure you haven't already purchased or pre-ordered the game before hitting the Buy button. To do this, go to My games and apps - Full library and select Call of Duty: Black Ops Cold War. If you see it there, it means you already own it and can download it, along with the DLC.
Some players were able to play the game, but are now getting a message asking them to purchase.
This may have happened if you pre-ordered the game, but we weren't able to bill you for it, so the game license was revoked. The best way to get around this is to check your order history and make sure you see the pre-order failed, and try purchasing the game again.
Some players are playing the Xbox One version on Xbox Series X|S.
To make sure you’re playing the correct version of the game, here are a couple of things that you can check:
Make sure that you purchased the Cross-Gen or Unlimited Edition of the game – the Standard Edition only contains the Xbox One version
If you purchased the Cross-Gen or Ultimate Edition, make sure that you’re playing the version optimized for Xbox Series X|S – you will have two versions of the game installed (Xbox One and Xbox Series X|S). To verify you’re running the Xbox Series X|S version, open your game collection and use the filter to select Optimized for Xbox Series X|S, or look for the version of the game with the X|S badge as highlighted below.
Some players are seeing large download sizes when downloading the Cross-Gen or Ultimate Edition.
If you own the Cross-Gen or Ultimate Edition, you’ll receive two versions of the game on Xbox Series X|S – the Xbox One version (89GB), and the Xbox Series X|S version (up to183GB). These are separate versions of the game, and you can choose which one to play by filtering on Games for Xbox One or Games for Xbox Series X|S. To manage the content that’s installed, highlight the game title in your collection, press the menu button, and select Manage game and add-ons. From there you can choose which content is installed and which can be removed. For more info on dual-generation games, check out this support page.
