I'd never really considered this line before, but the line "Goku is focused only on Jiren now..." leads to an interesting theory: Goku has never had to focus on more than one opponent or group of opponents from the same faction at a time before. He's never been distracted by so much going on at one time before, and finally being forced to focus through all that distraction pushed him to that next level. If that's the case, then unlike Vegeta, Goku's simple mind plus the chaos of the Tournament of Power was the right combination to stumble into Ultra Instinct right at that moment. Being too serious and tactical prevented Vegeta from reaching that goal, but without the tournament as a catalyst, Goku wouldn't have achieved it either.
