It was actually the king's personal property, like the British have crown dependencies like Guernsey, jersey, and the isle of man, the bad practices were actually native though, like the cutting of hands, it was the way they proved they dealt with people, they couldn't oversee things so they got locals to run it themselves and repeatedly told them to stop cutting the hands off, but it's just a local practice, it happened in other places like some British colonies such as sierra leone

It was not Belgium, it was Leopold the second himself, and he's private army, he owned the colony trought the international africa community, but he bought out all the other investors, so it was he's private property, and belgians took it away from him in 1908
