The chishi is simply a short, wooden, cylindrical handle encased in concrete. The purpose of training with the chishi is not merely to develop muscle but to help develop the proper body structure for punching. It also helps develop breath and body coordination as well as a strong shiko dachi (sumo stance).
I recommend executing 10 reps, each arm, with the chishi and 10 reps of an abdominal exercise afterwards. The number of sets is an individual choice.
