Brazil's military dictatorship was obsessed with projects such as these. There's also the Transamazônica, a now largely abandoned highway going across the Amazon rainforest that was supposed to encourage urbanisation there. The government eventually shifted its goals towards urbanising the borderlands (also didn't work) and consolidating industrial centers (which did work, resulting in the Manaus Free Zone), and so the Transamazônica today only serves as a drug and human trafficking route, and even that is becoming rare.

Also, if you ever do a series on useful megaprojects, the Rio-Niterói Bridge would be a good one to start with. Imagine that viaduct, but for 10 miles, over water, and actually serving a purpose connecting the two largest urban centres in Rio de Janeiro state. Fun fact: when it was built, Rio de Janeiro City wasn't part of the State of Rio de Janeiro!

They are a lot of abandoned bridges because the highway projects gets rerouted, in my city in the SP-348 we have the "skeleton bridge"

In the San Gabriel Mountains of Southern California, there is the bridge to nowhere. The original road was washed out, but the bridge remains. It is now a hiking destination.

Bridge to nowhere. There are US bridges with this distinct name: Gravina Island Bridge Ketchikan, AK; Admiral Clarey Bridge, Hawaii, unnamed bridge Virginia / Kentucky.

The real cost of such a projects themseleves is pennies. In a country like Brazil, the real reason is to provide cover for corruption, money laundering and set up orders. This is the answer to the poverty that prevails everywhere there - except in closed enclaves of wealth.
