You can't really expect your staff to watch every single player at all times.
It's an unpaid job- made much harder if there are no server plugins in place to secretly alert Staff whenever a player gathers diamonds so they can select players in the act of mining.

I definitely recommend looking into such a plugin (I didn't see any alerts in chat about anyone finding diamonds at least).
