Since it is a time-series problem, does the median suit well for filling missing values ? Why ? How about linear interpolation ?
And assume that whole datas of January with all recorded years have 0 values as precipitation, how will you handle them ? As missing values or outliers ? (I know it depends on the concern, but take your case of study) Will z-score suit if outliers ?
