The Project is on Egyptian land, still. Sovereignty is not lost. Egyptian law applies, security is done by Egyptian personnel. The ins and outs are monitored like any other Egyptian land.

Do you have any references for UAE’s intentions to have a naval base in Egypt? If you know anything about Egypt, you would know that it’s impossible that Egypt allows any existence of foreign military bases. Egypt had refused to have US and Russian military bases residing there moreover Egypt army has a very long history of defeating invadors from the whole middleeast area which leaves a historical responsibility for Egypt to protect other Arab nations. So, if the Emirati would need a protection against Iran or any potential enemy, they would seek this protection from US and Egypt. The same for Saudi arabia, they would seek it from US, Egypt and Pakistan. During, the gulf war between Iraq and Kuwait. Kuwait sought protection from US and Egypt, and the Egypt’s Tanks saved them. Don’t copy from other youtube videos or spread rumors without having evidences!

But how do they keep out the multitude of poor Egyptians that would gravitate to this expensive city? The UAE won't want their new luxury mega city to turn into another Cairo. This could get messy, the poor don't just disappear because you don't want to see them.
