California lawmakers move forward with budget bargaining chip

Less than 24 hours after releasing a proposed state spending plan crafted by Democratic state lawmakers, the Assembly's Budget Committee voted to move forward with it on a party-line vote Thursday. The spending plan represents a deal between Democrats in the Senate and Assembly, but for now serves as a bargaining chip to take to the negotiating table with Gov. Newsom to nail down the state's budget.
