On timing when to get back in, wouldn't market sentiment, combined with % of stocks below 200 DMA, plus % of household money in equities, plus investment managers invested give you a pretty good idea of when to get back in?

Problem with value stocks is the high debt levels. With long term rates going higher, refinancing the expiring debt becomes much more expensive.
