Once again, a person fails to accept their responsibility. The incident begins with an encounter between police and Alvarez. He runs. Why? Because he is carrying a gun illegally (and likely concealed). He fails to accept that he has been caught carrying a gun illegally. Once he runs with gun in hand, this becomes a very dangerous scenario for police. When he left his house while carrying the gun illegally, he knew he was already breaking the law. Life is not Grand Theft Auto and you do not get to restart the game.
