Estonia is more closer to Finland when it comes to culture plus in order to be Nordic it would have to change its flag to the Nordic Cross which all Nordic countries have

Being a Nordic counbtry is not a membership like EU or NATO or country club. To be a Nordic country you would have to adopt Nordic model, which Estonia hasn’t adopted. It would require welfare and raising taxes, etc. Search youtube for Nordic prisons and compare them to Estonian ones. There’s the difference. You can’t cherrypick parts of the Nordic model you like.
