No. Indo-Europeans had brown hair and eyes. Blonde hair originated in the middle of Sweden (around Medelpad) and Finland due to a mutation around 10.000 years ago, then spread. Northern Swedes (and Finns) who look more asian, are often blonder than southern Swedes. The Baltics are blond because of the spread of the Nordic mutation.
