Instead of buying laptops, you could have a learning experience by having them build their own desktop. Not only could it spark the child's interest in computers, it also has a greater value than a laptop.

Children are smarter than parents when it comes to technology.
I remember my parents had parental control my laptop. Took me half a week to figure out how to turn it off, took me two days to download parent control on their phones as revenge.
