Yes, the restream bot chat is against the rules according to the new guidelines set by Twitch. But in a recent interview, the CEO of Twitch basically suggested that the rule is mainly for protection so if a viewer on Kick or YT comes in and spams hate speech in those chats and it shows up on Twitch, you can still find yourself in Twitch jail because it shows up on Twitch chat (if you don't clear chat every time it shows up on Twitch).
But the chat itself only seems to get you a warning IF you get reported. They (Twitch) don't plan on policing streams looking for it. My gut tells me that you'll get in more trouble if you are telling others to leave Twitch to watch on other sites than you would for a chat relay to Twitch chat.
