I'm not sure I understand your logic of "less guilt means more strength because Luna created it"

She made it to torment her over what she was feeling guilty about and it feeds off her guilt and negativity, so I would think it is only logical that coming to terms with her guilt and dealing with it in a healthier way would weaken the Tantabus. That would deprive it of the thing it was feeding on to become so strong.
