Dual citizenship means if you become Turkish citizen which is difficult as you need to invest heavily in Turkey to get citizenship, then you are able to keep your Pakistani citizenship and Vis versa . Just like US and Canada and UK.

Would you please stop misleading the people?
Please do your due diligence and research the matter before making such claims(false that is).
This duality simply means that anyone from either country can keep their own citizenship upon acquiring citizenship of the other countries. Pakistan has such agreements with a lot of other countries(14 or 15 I think, including, USA, Canada, and others). Example: A Pakistani citizen acquires Turkish Citizenship through, investment, etc. Now under the current agreement, the person accepting/acquiring Turkish citizenship must relinquish/surrender his or her Pakistani CItizenship and vis versa. Under the new agreement, anyone upon acquiring/accepting Turkish citizenship can keep his or her Pakistani Citizenship and the same rule will be applied to a Turkish citizen. So, please don't listen to these rumors and please don't be misguided by such false claims.
