There are 2 primary reasons deck joists rot. WATER and FUNGI. Trapped water is the primary reason. While tearing apart an old wood deck to be replaced, I discovered an excellent example of a joist rotting and deteriorating because of water trapped by material attached to the joists.
There are many ways to prevent deck joists rot. Check out my favourite 3 ways plus 12 other ways.

This happened at the house where I grew up. We always had ants in the kitchen. As soon as we removed the skirt board from the back porch they poured out of the rotten wood like water. It was so gross and even the wood that wasn’t eaten was rotten like this wood he’s showing.

tape wouldn't do crap, it's the aluminum that screwed it up, you right about moisture

that's because it's Yella Wood treatment, .. if it were what we used to use, CCA, that board absolutely would not be rotten, ...

Looks more like someone built the deck from used lumber.

Doesn't look like it was pressure treated wood either that's why they put the flashing on it thinking that would help but it only made it worse

If you had metal sheeting over the top and down the front the Joist seal Wouldn't rot. Sheet metal is better than Tape.

If you don't want it to rot, don't paint it. That facia wasn't helping either.
