Very creative. Maybe if you space the electrodes apart more you wouldn't get the shorting - maybe three times the width of a ball?

My guess is power from the hand cranked DC generator is smoothed then converted to higher AC voltage before feeding a cascade circuit then the high voltage lead goes to bar at one end oh the insulated tray, and an earthed connection to the other .... Along the bottom of the tray are alternate strips of earthed foil then high voltage foil ... spaced evenly ... The balls having circumference roughly equal to the strip spacing can carry charge on their surface from strip to strip .... I've only spotted Thomas Kims videos today and have subscribed already, it's great seeing so many nice electrostatic demonstrations :0)

Come up with a video using the Ball chain fountain experiment, using 2 x the wave length of the chain and drive a static linear array to drive a motor to pull the chain back up to it container. If I am right the ball chain will generate a small VanDeGraph generator

Why is it that sometimes they touch but they don't discharge?

The balls go on one tab and get pulled by the opposing current on the other tab and again until it hits the wall and bounces back and will do so until two tabs touch and discharge by the balls touching.
