First one I wouldn’t recommend modern cars often times have specially designed head rest, sometimes even containing airbags, that will prevent head injury. The second one is very likely illegal since it allows you to conceal your license plate whenever you wish.

Headrests are a safety feature to lower the odds of neck and spine injuries in a crash. Normally the metal bar goes further up, so that your head has something solid to hit in a crash. The safe headrest would probably break off leaving 2 inch metal poles and no surface to contact. I wouldn't want to image adding metal poles to a point where my head might be whipped back.
