It only happens when you rampage or shoot everyone during missions that involve valentine shootouts an if you shoot innocent an lawmen. Did it one playthrough during the Cornwall mission in valentine. Did it on another playthrough when I was doing a total badass lowest honor playthrough Did it again as jon on another playthrough n ot happens too

I only went on a killing spree three times, but even then it was thanks to stupid programming, I guess. First time was in Butcher Creek, where a guy started fist fighting me and then pulled a gun, so I shot him and the whole place went nuts, so I had to shoot my way out. Lost 1/4 of my honor thanks to it. Next two times were in that stupid Van Horn Trading Post, where a guy started fighting me in the bar and when I knocked him out, EVERYONE pulled a gun on me. This happened twice, I killed the whole place.

ive never seen all the other buildings boarded up but if you kill the bartender you can get the saloon boarded up
