This is an urban legend. Yes, there were about 1, 000 Japanese soldiers on Ramree Island and they did run from the British when they landed and only 20 of the 1, 000 ended up surrendering. However, there is zero evidence that the rest were killed by crocodiles. It is widely believed by scientists and historians that the primary causes of death for the Japanese forces were combat, disease, starvation and possibly shark attacks, not crocodile attacks. It is believed that at most maybe a few soldiers were attacked by crocodiles but no more than that. This is just an urban legend that has spread as the truth.

The Japanese got out numbered and decided to retreat. The only way they could go was into a swampish forest. Salt water crocodiles is the the only species of gators and crocs that actively hunt humans. Gators and other crocs probably wouldn’t pay to much attention to humans running by. But salt water crocs have a mindset, if it moves its dinner.
