few corrections here;
- Yes, the Loop (Zero Point) is sentient because IT fought back against the Device. Not IO.
- The IO never used the Storm to fight back against the Device, IO only replaced the Storm with the Wall of Water so the Loop wouldn’t shutdown.

This is based on Jones’ response of “And that worked? how long do you think it will hold?” after the player sees the Wall of Water

Shadow got taken over by IO, which why the former Shadow Bunker under Catty Corner got turned into an IO Bunker IN chapter 2 season 8. Also we saw many shadow agents in shadow after that. Ghost also still exists as that detective guy from chapter 2 season 5 (the NPC in retail row) said.

I have a theory that the Marauders (remember them?) in Chapter 2 Season 3 were sent in by the Seven through the sideways rifts (remember they had a monopoly on that technology until IO figured it out in Batman Fortnite Zero Point) to fizzle out S.H.A.D.O.W., who was originally sanctioned by the IO, but had defectors such as Chaos Agent. G.H.O.S.T. fizzled out shortly after, given that they didn't have anyone to fight.

Chaos Agent did not betray Midas, far as we know. He's Midas' 2nd in command, and his skin description says It all:
"Undermine(erode in terms of a ROCK formation(lol)) THE ORDER from the SHADOWs"

I think midas betrayed the I owe because the Io job is to keep the loop under control but Midas tried breaking the loop maybe it's because he realized him and his family needed to be free plus during the doomsday event when we teleported to jonesy's office we saw the io had files on Jules midas daughter so that's why I think that
