It's simple. De-militarize the police. Increase the prerequisites and training required for police. Make a college degree mandatory. Get rid of the BS immunity and police unions.

If you can't train cops properly, then give them no guns like it's done in London for 90% of the force over there. Firearms should only be carried by specialist firearms officers (SFOs), who are experienced as gunless cops for years first and then trained to be the very best.
