The two "cowboys" in the song where you see the (?)...were Border Agents Compeán and Ramos, who had stopped a known drug smuggler attempting to cross with 743 lbs marijuana. He fled and was shot (wounded), then filed a official complaint against the two agents. The drug smuggler was granted immunity and border crossing visas to testify against the two agents.
In 2005, Compean and Ramos were convicted and sentenced to 11 years in prison!
In 2009, Bush commuted the sentences, but did not pardon them - Obama did nothing. - Trump granted both men full pardons in 2020.
