it can't be endoscopic if you have to make a surgical incision to insert a video camera. Endoscopic procedures is defined as using body's natural openings such as the mouth, , rectum, cervix, and urethra. Scoping through the stoma is considered endoscopic after the stoma has been created. The technique in the video is not endoscopic, it's arthroscopic.
