I finally found a video for this pain I always had some tightness and pain in my biceps, forearms and elbow. I didn't realize how painful it really was till I started rubbing on my inner lower bicep though. Its super tender and tight in there I was doing this last night but stopped cause the pain was pretty intense but I was pushing a little hard on it. The next time I attack this I will go easy on it for a while with the graston tools. I think out of all the areas I have worked on so far this is the worst pain I've felt while using the tools.

Great video- Mine is more on the opposite side, under the bicep all the way into the bone, only bothers me when I try to workout bending arms with weight, however once inflamed just bending my arm (my left is worse) to type this or I like to play guitar, just bending and tightening my arm trying to play will aggravate it. Should I scrape like you're doing but on both sides?
